MINUTES OF 2018 AGM

May 3rd           Registration 6:00 p.m. to 9:00 p.m. – Beaver Valley Manor

May 4th            The 65th Annual General Meeting and Convention of the Senior Citizens’                          Association was called to order by President Gale Detta at 9:00 a.m.

The assembly sang O’Canada followed by the Seniors Prayer. A minute of silence was observed in honour of deceased members and friends.

Introduction President Gale Detta introduced the Executive and Board members.

Greetings from the Mayor of Fruitvale, Patricia Cecchini
Greetings from NDP Member of Parliament, Richard Cannings – Speaking on behalf of Mr. Cannings – Gina Petrakos, Constituency Assistant to Mr. Cannings.

Greetings from Member of Legislative Assembly, Katrine Conroy.  Katrine was unable to attend. A letter from Katrine was read by President Gale Detta.

President Gale Detta reviewed the Ground Rules for Convention.

Adoption of the Agenda for the 65th Annual General Meeting.

M/S/C that the Agenda for the 65th Annual General Meeting is adopted as presented.

Adoption of the Minutes of the 64th Annual General Meeting.

M/S/C That the Minutes of the 64th Annual General Meeting held in Houston be accepted.

10:15 a.m. to 10:30 a.m. Coffee Break

10:30 a.m. – President Gale introduced guest speaker Isobel Mackenzie by reading the following BIO:  Isobel has over 20 years’ experience working with seniors in home care, community services and volunteer services. Isobel led B.C.’s largest not-for-profit agency, serving over 6,000 seniors annually. In this work Isobel led the pioneering of a new model of dementia care that has become a national best practice. She led the firs safety accreditation for homecare workers, among many other accomplishments. Isobel has been widely recognized for her work and was named CEO of the Year for the Not-for-Profit Sector and nominated as a Provincial Health Care Hero.

                     Prior to her appointment as the Seniors Advocate, Isobel served on a number of national and provincial boards and commissions including the BC Medical Services Commission, the Canadian Homecare Association, BC Care Providers, BC Care Aide and Community Health Worker Registry, and the Capital Regional District Housing Corporation.

                     Isobel received both her undergraduate and graduate degrees from the University of Victoria and has a Certificate in Health Care Leadership from the University of Toronto. Isobel lives in Victoria.

Following Isobel’s talk, she answered questions from the floor.  Isobel’s presentation has been recorded and we hope to have a copy of it posted on the website.

Lunch Break – 12 to 1 PM.

1:00 p.m. – Gale introduced guest speaker John Abenante who spoke to the meeting on Organic Gardening.  Following John’s talk, a tour of his Organic Farm was enjoyed by 23 delegates and guests.

6:00 p.m. – Host Night Dinner.

7:00 p.m. – Entertainment supplied by LaBelle Studio Dancers and this was followed by a special skit put on by some very brave gentlemen of the Association along with narrative and singing provided by some of the ladies of the Association.

May 5th Meeting reconvened at 9:00 a.m. with the singing of O’Canada.

9:00 a.m. – Gale introduced guest speaker Corky Evans by reading the following Bio:          Corky Evans is a former provincial politician in British Columbia. He twice ran for the leadership of the New Democratic Party of British Columbia, placing second both times. In both cases, the party formed the government of British Columbia and its leader became Premier of British Columbia.

Mr Evans has lived in Winlaw for 46 years. He logged and did other forestry jobs for 20 years. He served on the Regional District of Central Kootenay for five years and was an MLA for 14 years. He was a founding board member of Columbia Basin Trust and served on the board in 1995/96. His current term on the Board expires on December 31st, 2020.

He served as Ministers of Agriculture, Transportation and Health. Corky ran for Provincial office for 25 years, losing twice and winning three times. He retired in 2009 and now grows food and flowers with his partner, Helen Sebelius. 

Ladies and Gentlemen – Corky Evans

Mr Evans gave a very interesting and informative talk on the Columbia Basin Treaty and the Columbia Basin Trust.  All those present appreciated his talk.

9:45 a.m. – Gale introduced guest speaker Vickie Fitzpatrick former Age Friendly Coordinator of Fruitvale who spoke on how the Age-Friendly Program was started and how it has affected the community.

10:15 a.m. to 10:30 a.m. – Coffee Break.

10:30 a.m. – President Gale Introduced guest speaker Craig Horsland who spoke to us on the history of the Beaver Valley.  Craig’s talk was very interesting and informative.  He gave us all a history lesson on how the Beaver Valley came to be.  In addition to Craig’s talk, a number of the members of the Beaver Valley Historical Society were present with a display and to answer any questions.

11: 15 a.m. – President Gale Introduced guest speaker Sandie McCreight, Castlegar Community Response Network.  Sandie spoke to those present on a number of topics and answered a number of questions from the floor.

Treasurer’s Report Secretary/Treasurer Ralph White reviewed the Treasurer’s Report for the year 2017.  As this report has not been audited, it is accepted as circulated.

 

Resolutions were presented by 1st Vice President Arnold Amonson:

Provincial Resolution Number 1:

Therefore Be It Resolved That The Provincial Government of British Columbia pass legislation to no longer change our clocks so that we remain on Standard Time year round.

Moved by Branch 124 Burton, Seconded by Branch 68 Grand Forks that this resolution is amended by removing the word Standard and replacing with the words the same.  Amendment Carried.

Provincial Resolution Number 1 as Amended:

Therefore Be It Resolved That The Provincial Government of British Columbia pass legislation to no longer change our clocks so that we remain on the same time year round.

Moved by Branch 124, Burton, Seconded by Branch 118, Procter/Harrop.  Carried.

Provincial Resolution Number 2:

Therefore Be It Resolved That The Government of British Columbia through the Medical Services Plan, cover the cost of the Shingles Vaccine for all seniors over the age of 65.

Moved by Branch 11 Cranbrook, seconded by Branch 58 Fort St. John that this resolution be amended by adding the type of Vaccine, Shingrix and changing the age from 65 to 55.  Carried.

Provincial Resolution Number 2 as Amended:

Therefore Be It Resolved That The Government of British Columbia through the Medical Services Plan, cover the cost of the Shingles Vaccine (Shingrix) for all seniors over the age of 55.

Moved by Branch 97 Houston, seconded by Branch 68 Grand Forks.  Carried.

Federal Resolution Number 1:

Therefore Be It Resolved That The Government of Canada rescinds the change to the wording of our National Anthem, removing the words ‘in all of us command’ and replacing them with ‘in all thy son’s command’.

Moved by Branch 44 Beaver Valley, seconded by Branch 124 Burton.  Defeated.

Late Resolutions: – As per Article 82 of the Constitution and Bylaws, “With the consent of a majority vote of the members, resolutions may be submitted from the floor provided that copies of the resolution are available for the delegates.

Moved by Warren Collinson, seconded by Branch 81 Kaslo that this assembly accepts 4 late resolutions as distributed for discussion and vote.  Carried.

Late Provincial Resolution No. 1:

Therefore Be It Resolved That  After 30 years of above-inflation rate increases in residential electricity rates, the Attorney General be asked to request the BC Auditor General investigate whether use of the Minimum System methodology has caused Fortis BC Inc. residential electricity rates to be set at levels above where energy rate charges and “Basic Charges” should be set in accordance with the Utilities Commission Act.

Moved by Branch 11 Cranbrook, seconded by Branch 116 Passmore.  Carried.

Late Provincial Resolution No 2:

Therefore Be It Resolved That The Attorney General encourage the BC Utilities Commission to consider using effective online video conferencing platforms so that customers in remote and rural communities can have equal access to community input and oral hearing sessions.

Moved by Branch 68 Grand Forks, seconded by Branch 116 Passmore.  Carried.

Late Provincial Resolution No. 3:

Therefore Be It Resolved That The Provincial Government of British Columbia provide sufficient funding to the Interior Health Authority to contract a bus line company to transport citizens to both medical appointments and social outings.

Moved by Branch 116 Passmore, seconded by Branch #106 Valemount:  Carried.

Late Federal Resolution No. 1:

Therefore Be It Resolved That:  A National Strategy be formed and a Minister of Seniors be appointed by the Federal Government to provide support and assistance to meet the needs of the Seniors of Canada.

Moved by Branch 44 Beaver Valley, seconded by Branch 46 Castlegar.  Carried.

The 6 Resolutions passed will be forwarded to the appropriate Government Ministers.

OLD BUSINESS:

Bursaries: – The Executive Board has recommended that the current Bursary Program is eliminated.  Moved by Warren Collinson, seconded by Arnold Amonson that the Bursary Program be discontinued.  Carried.

Website: Lorraine Bradford, 2nd Vice-President and Website Administrator presented an overview of how the Website Works and how Branches can access the Website and get involved with the Website.

 

Elections              President – Nominated – Gale Detta Elected by Acclamation.

1st Vice President – Nominated – Arnold Amonson Elected by Acclamation

2nd Vice President – Nominated – Lorraine Bradford Elected by Acclimation

NEW BUSINESS:

  1. Place and date for 2019 AGM: – John Lund from Branch 92 Canoe informed the meeting that their Branch would be honoured to host the 2019 AGM Moved by Branch 92, Canoe, seconded by Branch 107, Salmon Valley that we accept Branch 92, Canoe Seniors offer to host the 2019 AGM on May 2nd to 4th, 2019 in Canoe B.C.  Carried

Evaluation Sheets were handed in.
